MINUTES OF AN EXTRA-ORDINARY MEETING OF OLD SOMERBY PARISH COUNCIL
MONDAY 17 JUNE 2019 7.15PM AT THE FOX AND HOUNDS
PRESENT: Cllrs: Lowndes, Percy and Burrows and Parish Clerk David Holmes
1. Apologies:
Apologies had been received from Cllrs North and Stephens
2. Declarations of Pecuniary Interests or Applications for Dispensations:
None
3. Cold Harbour Proposed Travellers’ Site:
The clerk reported on the now published reasons for the Planning Committee refusing the application at their meeting on 6 June 2019.
4. To Consider hearing in closed session a request for responses from the Parish Council from the Freedom of Information Commissioner concerning 2 Complaints:
Proposed Cllr Lowndes “that the two Complaints required a detailed response to 28 questions set by the Freedom of Information Commissioner within a timescale set by her ending on 2 July 2019. That period is shortened by the unavailability of important members of the council. The Council does not consider it conducive to an orderly meeting if the Complaints and responses are discussed during an open meeting particularly with the Complainant present in view of his previous behaviour during open meetings”, Seconded Cllr Burrows and agreed unanimously.
The council considered that the meeting could not be held in the usual private room due to another booking. There being nowhere else to meet at that location the council moved to a private house on this occasion for this item at approximately 7.35pm
An extensive search of all relevant paper files and electronic files had located some 73 emails and other documents that appeared relevant to the enquiry which will be made available to both the Commissioner and Complainant. Responses to the 28 questions were considered and agreed in draft. The clerk was instructed to circulate the responses for text proofing before being dispatched shortly together with the emails and documents referred to above..
The meeting closed at 9.45pm
