MINUTES OF AN EXTRA-ORDINARY MEETING OF OLD SOMERBY PARISH COUNCIL

MONDAY 10 JUNE 2019 7.15 AT THE FOX AND HOUNDS

PRESENT: Cllrs: Lowndes, Percy, Burrows, North and Stephens. Also Present David Holmes the Parish Clerk and 7 members of the public.

A Public Forum was held prior to the commencement of the meeting and members of the public took part.

1. Apologies:

None.

2. Declarations of Pecuniary Interests or applications for Dispensations:

None.

3. Draft Minutes of meeting held 14 May 2019:

These had been circulated and published prior to the meeting.

AGREED: that subject to one alteration to line 1 the minutes were approved and signed by the Chairman.

4. Grass Cutting:

The Clerk produced 2 quotes -

a) MCS Groundcare and Garden Services and

b) EnvironmentSK.

AGREED: That the Quotation from MCS be accepted

i) 6 cuts per annum for the grass in the village as shown on the map made available by LCC Highways; consideration will be given if it appears more cuts are needed

ii) 5 times per annum for the Roundabout. The Clerk to make enquires regarding the time scale of grass cutting on the Roundabout by the LCC Highways during the same period.

5. The Well Head:

Correspondence had been received by the Clerk from the landowners in question which referred to Title Deeds showing the area of the Well Head and the land around it as included within the Well Field. They indicated that the land around the Well Head has now been returned by them to grass and they will continue to maintain it. The position was noted. The clerk was instructed to thank the landowners for their letter and to request a copy or sight of the Title Deeds for the Parish Council records.

6. Correspondence:

Recent emails had been received by the Clerk concerning the continued donations to the local parish church for grass cutting in the cemetery and maintenance of related machinery.

AGREED:

a) It was noted the grant for this financial year had already been approved in the Budget in the sum of £150 and will be paid. The Parish Council recognised the requirements placed upon them by the Transparency Code and in future applications for donations will be subject to an application procedure following public notice.

7. Seat in Memoriam:

An application had been made by a local family to erect a seat as a memorial to their recently deceased father. The Clerk reported the LCC had given their consent subject to written agreement. Immediate neighbours to the location had been consulted and no objections had been raised. The family had agreed to undertake the erection of the seat and its future maintenance at their expense.

AGREED; Subject to those undertakings the application was approved.
